Project Description The Office of General Services, Design & Construction (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $4,500,000 for the duration of three (3) years with two (2) one-year optional renewals. The projects are expected to be at, but not limited to, the following 16 facilities and 18 projects: Albion Correctional Facility, Bedford Hills Correctional Facility, Downstate Correctional Facility, Eastern Correctional Facility, Fishkill Correctional Facility, Five Points Correctional Facility, Green Haven Correctional Facility, Marcy Correctional Facility, Mid State Correctional Facility, Orleans Correctional Facility, Sing Sing Correctional Facility, Southport Correctional Facility, Sullivan Correctional Facility, Taconic Correctional Facility, and Wende Correctional Facility. The State will utilize a “Best Value” selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term “Owner” refers to OGS D&C. The Construction Manager (CM) shall act as an adviser to OGS D&C during the Design Phase of various projects, and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the Design and Construction Phases to review the documents, organize and direct the timely completion of various projects and assure compliance with the contract documents. The CM shall provide construction phase services to complete Facility Wide Closed-Circuit TV (CCTV) and Centralized Personal Alarm System (CPAS) installations at 16 various Correctional Facilities. This includes 10 facilities that require both CCTV and CPAS, 3 facilities that require CCTV only, and 3 facilities that require CPAS only. These projects have been targeted as high priority fast-track projects. It is expected that 3 of the projects will begin construction in the 2021 State fiscal year with the bulk of the projects beginning construction in the 2022 fiscal year. The CM shall coordinate with the project management team if the facilities do not require on-site staffing. The Consultant shall assist the design consultant and contractor to obtain the necessary approvals and permits as required.
